well, when you do something dangerous or unlike you, you could use this phrase. but, it is more commonly used in a satire way. for example, if somebody does something very typical or undaring.
for example: Bob chooses not to drink tonight. Patricia says, “Daring today, aren’t we?”

not exactly! it might mean the exact opposite. in a satire way of course, it is referring to the fact that the person in question who is being referred to will manage almost “too” much. like, since Bob is not drinking, he will be more than fine in the scenario.
